Quota figures come from the rate-limit headers on the latest response each relay passed through, so they refresh when someone uses it. The Fable figure only updates when a Fable request goes through; a window whose reset time has passed is shown as reset. Reports are collected every 15 minutes. Times are in your local timezone.
